Module B.Stream

A stream that does NOT synchronise implicitly with the device's default stream (CUDA/HIP: the non-blocking flag). Backends whose queues are already independent return the same as create; backends with no asynchrony (Native, Interpreter) return a unit stream. Backends that cannot provide the property raise Feature_not_supported.
